APCA administers six payment frameworks, four of which are ‘payment systems’ (also known as clearing systems). These systems relate to cheques, direct entry, cards and high value. Each is managed by a committee reporting directly to APCA's board. APCA provides the rules, procedures and decision-making structure that enables the transfer of value between providers of payment services.
The Regulations and Procedures for each system have the effect of a contract under seal between APCA and each participant, as well as each participant in that system.
The other two frameworks administered by APCA are a cash distribution system and a core infrastructure system. These frameworks are administered in a similar way to the payment systems.
