ATM Access Arrangements
The ATM network comprises a series of links between financial institutions. New entrants can participate in the network by establishing direct connections to the network, or by connecting indirectly via a switch or gateway. The Reserve Bank of Australia has designated the ATM system as payment system under the Payment Systems (Regulation) Act 1998. It subsequently gazetted an Access Regime for this system. The Access Regime works in conjunction with an Access Code, developed by APCA in consultation with industry, which is designed to facilitate the direct connection of new entrants to the network.
APCA has responsibility for administration of ATM Access Code.
